How do I stop the white and black flickering line that moves from bottom to top on my Vizio?

I have a 32" Vizio that I just connected cable and there is a thin white and black spotted line that constantly moves up my TV. I made sure the cable was screwed in at both end tightly and it is only happening when im watching cable. There is no line when i play the Xbox

Try it WITHOUT the cable box...if the lines are gone then the cable box is bad...

If they are still there, you have a tuner problem...
